Full funding for the commissary benefit, eligible commissary and exchange patronage categories, DeCA construction funding flexibility, civilian commissary patronage addressed in Senate action on Pentagon policy and spending

This and other Hill action on resale organizations to be front and center at ALA’s June 24 Capitol Hill session.

Last week, ALA reported on action taken by the House of Representatives on commissaries, exchanges, food and other on-base commerce programs.

Now, the Senate Armed Services Committee is out with its report on the fiscal year 2027 National Defense Authorization Act.

The Committee affirmed its continuing support for the commissary benefit and added $10 million to the Trump Administration’s $1.501 billion request bringing the Committee’s recommendation for commissary funding for FY 2027 to $1.511billion.

The Committee affirmed DeCA’s flexibility to use operating dollars to upgrade facilities.

They authorized a pilot program to allow civilian employees of the DoD to use commissaries at up to 16 locations and charge a fee to cover any costs of doing so.

The Committee also consolidated and clarified eligible patronage categories for exchanges and commissaries to reduce any ambiguity over who is allowed to shop at the stores.
