The Defense Commissary Agency has issued a Notice to Trade 26-03, Change to Net Payment Terms on October 10 regarding proposed changes in payment terms to resale ordering agreements. The program is designed to conserve DeCA cash to lengthen the time that commissaries can operate during the government shutdown.
