IMCOM Seeks Solicitation Establishing Comprehensive Dining Service Across Multiple Army Garrisons

• WASHINGTON

On Jan. 7, the U.S. Army Installation Management Command (IMCOM) sought a solicitation for an on-campus-style dining venue concession that would establish a comprehensive dining service across multiple Army garrisons.

IMCOM’s Non-Appropriated Fund (NAF) Contracting Office, on behalf of the U.S. Army Materiel Command, Army Food Innovation and Transformation Program Office, put out a request seeking to establish “one firm-fixed-price Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a concessionaire contractor to finance, design, build-out/ renovate a facility, and operate and maintain one Campus-Style Dining Venue (CSDV) at each of five U.S. Army garrisons listed within the Request for Proposal (NAFBA1-24-R-0024).”

This action was spurred by the direction and guidelines described in the Fiscal 2025 National Defense Authorization Act (NDAA), which was signed into law by President Biden on Dec. 23, 2025.

The impacted installations include Fort Liberty, N.C.; Fort Stewart, Ga.; Fort Cavazos, Texas; Fort Drum, N.Y.; and Fort Carson, Colo.

The request deadline is March 7.

NATIONAL DEFENSE AUTHORIZATION ACT

The Fiscal 2025 NDAA, authorized the implementation of the comptroller general recommendations related to the Department of Defense’s (DoD) food program.

“Not later than 18 months after the date of the enactment of the NDAA, the Secretary of Defense shall:

“The Secretary of the Army shall Implement a pilot program to increase access to food on military installations of the Army for members of the Army who reside on such military installations.”

The NDAA stated that food made available under the program “shall be accessible with a common access card (CAC) — or other means determined appropriate by the Secretary — at dining facilities, commissaries, exchanges, restaurants, and other locations where such members can obtain food.”

The pilot program terminates five years after the date of the enactment of NDAA.
