Perciak Named CGCSC’s First Civilian Executive Director

• CHESAPEAKE, Va.

Coast Guard Capt. Jeffrey Ferlauto, commanding officer of the Coast Guard Community Services Command (CGCSC), announced the selection of Matt Perciak as the command’s first civilian executive director.

As CGCSC’s non-appropriated Fund (NAF) Business Enterprise leader and principal advisor to the commanding officer, Perciak will provide executive leadership, strategic direction, and organizational continuity across CGCSC’s enterprise.

He will oversee the Coast Guard Exchange (CGX), Morale, Well-Being, and Recreation (MWR) NAF instrumentalities and Centralized Services Support, while leading NAF business strategy, organizational performance, modernization, and transformation initiatives to ensure resources and services remain aligned with Coast Guard priorities.

In his new role, Perciak will work with CGCSC’s military and civilian leadership and NAF workforce to strengthen the enterprise and build on the programs and services that support Coast Guard members and their families.

“Adding a civilian executive director strengthens CSC’s long-term stability and provides greater continuity across the enterprise,” Ferlauto noted. “CSC operates a complex business enterprise while delivering critical quality-of-life programs to Coast Guard members and their families.

“Having a dedicated executive leader focused on the enterprise allows us to maintain momentum and consistency as military leadership transitions occur.”

Ferlauto said Perciak “was the perfect choice” for this position. “His institutional knowledge of CSC is unmatched. Combined with his financial management experience, business acumen, and understanding of the Coast Guard mission, he is uniquely qualified to lead this complex organization into the future.”

PERCIAK’S RESUME

Perciak — a native of Strongsville, Ohio — brings more than three decades of Coast Guard and business experience to the position.

He served on active duty in a variety of operational and staff assignments before retiring from the Coast Guard in 2016. His final active-duty assignment was as executive officer at CGCSC, where he gained first-hand knowledge of the command’s mission, people, and NAF business operations.

During his Coast Guard career, Perciak served aboard CGC Rush (WHEC-723) and as operations officer aboard CGC Resolute (WMEC-620).

He also served as commanding officer of CGC Block Island (WPB-1344), and he was designated a permanent cutterman on July 14, 2001.

His staff assignments included chief of the Maritime Homeland Security and Domestic Planning Sections at Coast Guard Atlantic Area; comptroller at the Coast Guard Finance Center, and Counterdrug Intelligence analyst at Coast Guard Atlantic Area.

Perciak is a certified public accountant (CPA) in the Commonwealth of Virginia and a certified government financial manager (CGFM).

He graduated from the United States Coast Guard Academy with a bachelor of science in Management. He also holds a master’s degree in Business Administration from Old Dominion University.

PERCIAK’S THOUGHTS

“Serving in operational and financial leadership positions throughout my Coast Guard career gave me a deep appreciation for the role CSC plays in supporting our workforce,” Perciak said.

“The benefits provided through CGX and MWR have a direct impact on the quality of life of Coast Guard members and their families,” he stated. “I’m honored to serve as CSC’s first [civilian] executive director and look forward to working with our professional leadership team and NAF employees to strengthen and enhance the benefits we provide to the Coast Guard community.”
